CONGRESSIONAL RECORD — HOUSE 10790 May 25 , 1999
نویسنده
چکیده
Sandy Berger, National Security Adviser, was told in April 1996. The President was informed July 1997. The President was informed again in November 1998, and then in January this year. And yet, as late as March, he was denying it and saying nothing happened on his watch. There are two big issues here: Number one, what happened? Which should scare the death out of any American. And number two is, why did the administration deny this? This is not a partisan debate. This is a scary debate. And I was glad when Democrat liberal Senator TORRICELLI called for the resignation of Janet Reno. It is time for bipartisan support, and I hope the Democrats will join us on this one because America and America’s children depend on it.

Instead, the EPA is pushing forward with rules that force State and local government...

Roll-call voting and congressional procedures are two of the most heavily studied aspects of the U.S. Congress. To date, little work has focused on the effect of procedures on the composition of the roll-call record. Existing research suggests that to the extent that accountability for congressional performance occurs, it does so primarily through a referendum on the performance of the majority party. If true, this means that the minority party has no incentive to act responsibly, and may even have an incentive to polarize and obstruct. I argue that Americans do not simply hold one summary evaluation of con...
